Established in 2009 and headquartered at the icipe campus in Nairobi, Biovision Africa Trust (BvAT) is a Pan-African not-for-profit organization dedicated to alleviating poverty and enhancing the livelihoods of smallholder farmers. We serve as a leading catalyst for the agroecological transformation of African agri-food systems by bridging the gap between scientific research and practical, farmer-led solutions through robust knowledge dissemination and capacity building. Our continental impact is driven through the Farmer Communication Programme in East Africa, the AU’s Ecological Organic Agriculture (EOA) Initiative, and the Knowledge Centre for Organic Agriculture (KCOA) hubs across all five regions of Africa. Background about the Project

Infonet-Biovision, a digital knowledge platform of Biovision Africa Trust (BvAT), provides practical knowledge supporting agroecology, sustainable agriculture, environmental conservation, climate resilience, and sustainable livelihoods.

Infonet-Biovision intends to develop an interactive Policy Tracking & Evidence of Policy Uptake Dashboard to track the development, adoption, and implementation of county-level agroecology policies in Kenya.

The dashboard will provide policymakers, development partners, civil society, researchers, and the public with an accessible overview of county-level progress and supporting policy evidence. It will be integrated into the existing Infonet-Biovision Drupal website and designed in line with the platform’s branding and user experience.

The assignment

The consultancy will design, develop, test, and integrate a user-friendly, interactive, and maintainable policy tracking dashboard.

The consultant will:

• Develop a dashboard consistent with Infonet-Biovision branding.
• Track agroecology policy progress across Kenya’s 47 counties.
• Develop an interactive county status map.
• Provide access to policy documents and supporting evidence.
• Enable authorized Infonet staff to update policy information through the CMS.
• Provide county-level profiles and progress information.
• Incorporate search, filtering, and data visualization.
• Ensure the dashboard is responsive, accessible, secure, and fast.
• Integrate the solution into the existing Infonet Drupal website.
• Train relevant staff on updating and managing the system.

Scope of Work

The consultant/firm will:

a) Requirements and Design

• Review the existing Infonet-Biovision website and Drupal environment.
• Review and refine the proposed dashboard concept.
• Develop UI/UX designs
• Develop functional and technical specifications.

b) Dashboard Development

The dashboard will include:

• Summary statistics: total counties, completed, in progress, not started, and documents available.
• Interactive Kenya map: all 47 counties, policy status, progress indicators, and county details.
• County status table: county, status, progress, last updated, and documents.
• County profiles: policy status, milestones, progress, relevant institutions, documents, and evidence.
• Document repository: upload, view, and download policy documents, strategies, frameworks, legislation, briefs, and implementation evidence.
• Search and filters: users should be able to search, sort, and filter counties and documents.

c) CMS/Drupal Integration

Authorized staff should be able to:

• Update county policy status and progress;
• Add/edit milestones and county information;
• Upload and manage documents;
• Update evidence and links; and
• Maintain the dashboard without advanced programming skills.

Key Technical Requirements

The solution should:

• Be fully responsive on desktop, tablet and mobile;
• Use a reliable interactive map, preferably SVG/GeoJSON;
• Follow Drupal and web security best practices;
• Meet basic web accessibility requirements;
• Be optimized for performance and low-bandwidth users;
• Support modern browsers;
• Allow future expansion to additional policy areas/countries; and
• Support website analytics where applicable.

Consultant Qualifications

The consultant/firm should demonstrate:

• Minimum 5 years’ experience in web application development;
• Proven experience developing interactive dashboards;
• Strong Drupal/CMS development experience;
• Proficiency in HTML, CSS, and JavaScript;
• Experience in GIS/interactive mapping and data visualization;
• Experience with database-driven web applications;
• Strong UI/UX design capabilities;
• Knowledge of web security and accessibility; and
• Experience with the Infonet-Biovision platform.

Reporting

The successful candidate will work under the guidance of the Infonet Project Manager within the agreed timelines.

Confidentiality

The Rapporteur shall maintain confidentiality and ensure that all information obtained during the workshop is used solely for the purpose of the assignment.
